After mentioning about purchases of a computer priced at Rs. 47,150/- for the office of DDPO Gurgaon and a water cooler priced at Rs. 56,921/- for the office of Additional Deputy Commissioner, Gurgaon from the funds of Gram Panchayat Bhondsi and justifying it to be in the interest of general public, a sum of Rs. 2.00 lacs is shown to have given as loan by Gram Panchayat, Bhondsi to Panchayat Samiti, Sohna. A sum of Rs. 50,000/- which were required by D.D.P.O. Gurgaon for contingent expenditure was also arranged from Gram Panchayat Bhondsi. A meeting called by Financial Commissioner for maintenance of Bharat Yatra Kendra was financed by Gram Panchayat Bhondsi and a sum of Rs. 85,000/- was spent thereon. Refreshment and lunch were provided spending a sum of Rs. 50,000/- at Bharat Yatra Kendra by Gram Panchayat Bhondsi. A sum of Rs. 40,000/- was withdrawn from the office of Gram Panchayat Bhondsi for organizing a function in the honour of a Central Minister while a sum of Rs. 7,520/- alone was spent thereon and other amount is shown to have been spent under other heads. Salary in a sum of Rs. 3,54,000/- of the employees is said to have been withdrawn twice for the same period. A sum of Rs. 63.21 lacs is shown to have been spent on cleanliness of the village during the period of five years, the term of the petitioner as Sarpanch. Out of it, as per the wildest imagination about the expenses that could be incurred in the village during five years, a sum of Rs. 20.09 lacs has been found by the enquiry officer to have been spent in excess.
