The petition challenges the refusal of renewal licence for a brick-kiln for the year 1998-99. The writ petition does not survive for consideration in the year 2011. The relief in the writ petition has become infructuous and the petition is dismissed as such. For any future application for grant of licence, the rejection made in the year 1998-99 or the grounds shall not be termed to be conclusive and a decision will be taken independently in the light of the existing provisions of law and the conditions for grant of such licence. With such liberty, the petition is
dismissed.
