In reply, apart from the main written statement, the respondents No. 1 to 4 have filed an additional written statement dated 23.08.2010. A reading of the said additional written statement would go to show that a sum of nearly Rs. 8 lacs had been sanctioned for construction of streets and drains in the village and that the work was being executed. In so far as drinking water is concerned, it has been stated that a water tank has been installed in the Dharamshala of the village and a submersible pump has also been installed to fill the overhead water tank. In the additional written statement it is also stated that the tank water is chlorinated and is being made available to the residents through four taps installed in and outside the Dharamshala. A laboratory test report certifying the water to be potable has also been enclosed as Annexure R1 to the aforesaid additional written statement. The respondents have further stated before the Court that the village is an unapproved colony consisting of approximately 350 houses and the same is located just outside the limits of the Municipal Corporation. A request dated 06.08.2010 to the Commissioner, Municipal Corporation, Ludhiana to include the village within the Municipal Corporation area so that water line and sewerage lines can be laid has also been referred to. Above all, it has been stated that under the NRDWP scheme water work can be installed in the village and pipes can be laid to the houses
