15.11.1961, as Assistant Line Man was promoted as Lineman on 1.2.1968. On 7.8.1980, the respondent-Board promoted number of Lineman as Assistant Foreman and after regularising, transferred them in public interest. The petitioner was also ordered to be promoted alongwith 29 other Lineman in the category of Matric Pass. The petitioner was transferred to Karnal Circle from Delhi Circle. The grievance of the petitioner is that he never came to know about this order as it was not intimated to him. The petitioner submits that it was responsibility of Superintendent Engineer (OP Circle), Delhi, to endorse the copy of this order to respondent No.4, who could have then served this order on the petitioner for compliance. Due to this negligence, the petitioner did not come to know about his promotion order till the month of June 1993. He accordingly made representation. The petitioner then had represented for giving him promotion with effect from the due date as he was then likely to retire within 2 to 3 years. When nothing was being done, he has filed this writ petition. The writ petition was admitted and has now come up for hearing.
