Heard learned counsel for the parties.
The petitioner seeks regular bail in a case registered against him on 6.8.2010 for the offences under Sections 420, 465, 468 and 471 Indian Penal Code.
The FIR in the case has been registered on the information sent by ASI Baljit Singh. ASI Baljit Singh along with other Police officials including Head Constable Sodhi Lal were on patrol at the new Courts at Jalandhar when an informer informed that Dalvir Singh (petitioner) sits outside the main gate of DTO Office, Jalandhar. He prepares false driving licences of innocent people after taking hefty amount from them. be found from him. It was informed that the petitioner prepares forged licence within minutes. The information was found credible. Head Constable Sodhi Lal was instructed that by wearing civil clothes he should contact Dalvir Singh with his photograph for getting a driving licence made and when the driving licence was made a miss call should be given on the mobile of ASI Baljit Singh. ASI Baljit Singh received a miss call from Head Constable Sodhi Lal upon which he along with Government employees reached the place near the main gate of DTO Office as told by the informer where the petitioner was apprehended with the assistance of the employees. The petitioner disclosed his name as Dalvir Singh. On his search, driving licence of Head Constable Sodhi Lal was found from his trouser pocket which had signatures and seal of DTO Office. In the other trouser pocket the stamps of DTO, Jalandhar, of a Driving school, besides, Principals, Government Senior Secondary Schools, Ludhiana and Jalandhar, Dr. B.K. Kalra, MBBS were recovered. On search of the drawer, forged driving licences, original licence forms, driving forms and birth certificates bearing the signatures and seals of the Registrar were found. The receipt book of driving forms were recovered. The articles that were found were taken in possession by Police by preparing a memo and information was sent to the Police Station for registration of FIR.
The investigation in the case is complete. The challan in the case has been filed on 5.10.2010. The trial is likely to take time. The prosecution is to establish its case by leading evidence. Further incarceration of the petitioner would be unnecessary.
