on behalf of the petitioner; learned GP 19 for the State and Mr. Bijay Kumar Pathak, learned counsel for the University.

Petitioner has inter alia prayed for following reliefs

in the paragraphs No.1 of the writ petition:-

“a. For issuance of an appropriate Writ in the nature of Mandamus commanding the Respondents to pay the current as well as arrears of salary to the petitioner who has been appointed against the vacant and sanctioned post by the Governing body of the

College in accordance with law on the post of Graduate Teacher in Janki Sanskrit Upshashtri College, Narkatiyaganj, West Champaran and is continuously discharging his duty on the aforementioned post.

b. For issuance of any other relief/s for which the petitioner is entitled in the eye of law and in the facts and circumstances of the case.”

Learned counsel appearing on behalf of petitioner at the outset submitted that petitioner has already filed several representations before the Additional Chief Secretary, Education Department, Government of Bihar, as well as, before the Registrar of the Kameshwar Singh Darbhanga Sanskrit University for the relief, as prayed for in the writ petition. However, petitioner seeks to file a detailed representation before the Registrar of the University for redressal of his grievance. It is the case of the petitioner that petitioner was appointed against the sanctioned vacant post on 17.03.2018 as Graduate Teacher and he is discharging his duty but the respondents have denied due salary to the petitioner.

Considering the aforesaid submissions and desire of the petitioner, the petitioner, if so advised, may file a detailed comprehensive representation before the Registrar of the University, who will examine the case of the petitioner after calling for all the service particulars from the concerned college, where he has claimed that he is working till date without any interruption and thereafter take steps for payment of salary of

the petitioner in accordance with law expeditiously, which is due from the date of his joining till date.
