1.Heard the parties.

It is a tenant landlord dispute. The grievance of the petitioner is that the respondent no. 5 which is Mahamaya Sthan Santoshi Mata Mandir Nyas Samittee through its Mandir Trust Committee has locked the sweets shop of the petitioner without any valid reason.

Learned counsel for the State submits that Trust is not a State within the meaning of Article 12 of the Constitution of India as such the writ petition is not maintainable.

Considering the submissions made by the parties, I am of the opinion that writ filed against a private Mandir Trust Committee is not maintainable. Accordingly, the same is dismissed.

However, the petitioner is at liberty to file appropriate

case before appropriate forum for redressal of his grievance.
