The petitioner is aggrieved with the collusive action of the 5^th Respondent giving undue benefits to the 6^th Respondent. The petitioner admits that on the representation of the petitioner a committee was constituted as per Annexure-2. It is also alleged in the writ petition that the committee is favouring the 6^th respondent and has not acted upon its terms of constitution despite a hearing granted to the petitioner. However,

none of the committee members are impleaded despite allegations having been made against them.

We find no reason to entertain the writ petition, which is bad for non-joinder of necessary parties. We are of the opinion that the above writ petition has to be dismissed, but however, leaving liberty to the petitioner to file a fresh one, if so desired.

The writ petition would stand dismissed with the liberty aforesaid.
