“7. That on resignation of the petitioner the dues to which he was entitled were (a) final withdrawal amount of his contributory pension fund under the New Pension Scheme and (b) travelling allowance for attending induction training. The District Provident Fund Officer, Nawada on 8.9.2023 has issued authority slip (Annexure-R3/H) for payment of an amount of Rs. 51,222 towards final withdrawal of contributory pension fund amount of the petitioner. The amount of travelling allowance is to be paid to the petitioner for 29 days and 41 days for attending training at Bihar Judicial Academy, Patna. The same has been calculated as per rules for a sum of Rs. 15,334 and on requisition made on 16.8.2023 (Annexure- R3/D) the Law Department, Bihar on 28.8.2023 (AnnexureR3/D/1) has made fund available under the applicable Head for its payment. These two amounts are to be paid to the petitioner through Human Resources Management System portal of the State Government for which the petitioner is required to furnish his requisite details, in a form known as On Boarding Form, such as Adhaar, PAN, bank passbook, etc.

(delivered through registered post on 1.9.2023) and 155 dated 11.9.2023 (Annexures-R3/E and E/1) of Civil Court, Nawada the petitioner has been requested to fill up and submit his "On Boarding Form" which he has not done. Once the petitioner submits "On Boarding Form" complete in all respects it would be forwarded by the Civil Court, Nawada to the Law Department, Bihar for uploading his details on the HRMS portal. Once it is reflected on the portal bills for payment of the two admissible amounts would be prepared and sent by the Civil Court, Nawada to the Treasury Officer, Nawada who would after passing the bills make the payments by transfer to the bank account of the petitioner as per established procedure. It is submitted that now once the petitioner submits his "On Boarding Form", notwithstanding his email dated 11.9.2023, complete in all respects the payment of these two amounts would be made to the petitioner on completion of the above procedural formalities redressing his grievance as early as possible.”
