The present writ petition has been filed seeking the

following reliefs:-

“1. That this is an application for issuance of an appropriate writ/order/direction, particularly in the nature of writ of mandamus, directing the respondents to release the N.P. Bore Rifle deposited with Hind Arms Store, Motihari, after death of the father of the petitioner, since the petitioner has been granted Arms License No. 607/Chhauradano P.S. in Case No. 32/2016 by the Collector, East Champaran, Motihari, pursuant to the order dated 28.03.2016 passed in C.W.J.C. No. 5396 of 2016.”

At the outset, the learned counsel for the petitioner

seeks liberty on behalf of the petitioner to approach the District
