Heard the learned counsel for the petitioner and the

The petitioner, who is one of the applicants for being appointed to the post of Anganwari Sewika in Anganwari Centre, Ward No. 9 of Jajapur Village of Varma Khurd Gram Panchayat in the district of Aurangabad, is aggrieved by the fact that despite her being the most suitable candidate for

being appointed on the said post, private-respondent no. 7 has been appointed by-passing her claim.

Several grounds have been urged by the petitioner in the present writ petition indicating that the appointment of private-respondent no. 7 is not proper or in consonance with the Rules framed in that regard. However, it appears that the petitioner, without approaching the District Programme Officer, Aurangabad, has directly approached this Court for the needful.

In the aforesaid facts and circumstances, the petitioner is directed to make a complaint / representation before the District Programme Officer, Aurangabad within a period of four weeks from today. On receipt of such representation, the District Programme Officer, Aurangabad shall, after hearing the parties, namely the petitioner, privaterespondent no. 7 and other stake-holders, pass a reasoned order within a period of six weeks thereafter.

Needless to state that if the petitioner still remains aggrieved, she may appeal before the second appellate

authority, namely, the District Magistrate, Aurangabad for
