A show cause has been filed duly sworn by the Collector –cum- District Magistrate, Begusarai. It is stated that the order of this Court dated 24.09.2013 as well as order dated 19.02.2014 passed in CWJC No 18773 of 2013 was not communicated from Patna in time. In the meantime, the results were published on 28.09.2013 and interviews held. Thereafter, appointment letters were

prepared though not signed and dispatched. The whole process has now been cancelled in order to purge the contempt.

2 Learned Collector, who is personally present in the Court, further states that these appointments were required to be made only for a period of one year on contractual basis. The posts available of Amin are now required to be filled up by the Bihar State Staff Selection Commission (SSC) where requisitions have been made and the process for permanent appointment on sanctioned posts is under way. In that view of the matter, it is submitted that the entire selection process, as was being carried out at the district level, has become infructuous.

3 Having heard the learned counsel for the State and the learned counsel for the petitioners, in view of the aforesaid circumstances, the contempt proceedings are dropped and the writ petitions are disposed of as infructuous.

4 However, it is observed that the SSC would conclude the proceedings for selection and consequential appointments at an early date as these are necessary sanctioned vacant posts which required to be filled up.
