I have heard learned counsel for the petitioner and the
respondents.
This writ application has been filed for grant of
following reliefs:-
“(i) For setting aside the Letter reference no.PT/LPG/RGGLV/14-15 dated 06-01-2015 issued by the Area Manager, Patna Indian Oil Corporation Limited Regional Office, Patna, whereby it has been communicated to the petitioner in view of his complaint addressed to DGM (LPG), BSO, that the plot bearing Khesra No.2960, 2962, 2966 offered by the selected candidate namely Shardanand Kumar (Respondent no.6) was verified by the appropriate

authority and also obtained Nazri Naksha of the plots by the appropriate authority and land offered by the selected candidate was found suitable as per the advertisement, whereas the petitioner obtained information under Right to Information Act, whereby it has been communicated that no nazri naksha has been issued in the name of Shardanand Kumar between 2012 to 2015.
(ii) For a direction to the respondents authorities to conduct a fresh draw for selection of RGGLV, so that fair chance should be given to the petitioner and other candidates.
(iii) For any other relief/reliefs for which petitioners may be deemed entitled too.”
Grievance of the petitioner is that nazri naksha has
wrongly been issued in favour of the respondent no.6 inasmuch as there was no measurement of the plot for dimension of 20M x 25M. It is further submitted that it appears from the information under Right to Information Act that no nazri naksha was supplied to the respondent no.6 by Block Revenue Authority. It is also urged from the nazri naksha appended along with Annexure-8 that the respondent no.6 does not have the required dimension.
The respondent-Indian Oil Corporation has taken a decision upon the complaint filed by the petitioner and has stated that that the respondent no.6 fulfils the eligibility criteria. Learned counsel for the Indian Oil Corporation also points out from the nazri naksha appended by the petitioner himself that there are three plots, i.e., 2960, 2962 and 2966 vide Annexure-8, and from perusal of that it would appear that the plot no.2962 is on the main road.
In the aforementioned facts and circumstances, in my

considered opinion, learned counsel for the petitioner has been unable to point out any irregularity warranting interference by this Court in the impugned order.
Accordingly, this writ application is dismissed.
