Petitioner is ANM Training School, which has been set up in the district of Muzaffarpur and is looking for recognition from the respondent authorities to admit a batch of 60 students per year in Session 2012-13 onwards. It is the contention of the petitioner that it fulfils all the criteria with regard to such recognition but since respondents are trying their feet over the issue, petitioner has been compelled to come to the High Court.
