Having regard to the fact that the petitioner has sought to assail a notice under Section 7 of the Bihar Public Demand Recovery Act (hereinafter referred to as 'the Act'), the writ application must be held to be misconceived and ill-advised inasmuch as the petitioner has a statutory alternative remedy under Section 9 of the Act to file his objection on all the issues including the fact that such amount of loan has already been waived of by the State Government. As a matter of fact, the Bihar Public Demand Recovery Act has a fully in built mechanism for not only deciding the objection of certificate debtor under Section 9 of the Act but also provides an appeal under Section 60 and a revision
