In view of the limited prayer made at the time of hearing, this writ application is being disposed of granting liberty to the petitioner to move before the District Magistrate, Patna by filing a representation making out his claim. In case such representation is filed along with a certified copy of this order, let the same be disposed of after necessary inquiry on its own merit and in accordance with law. In case some encroachment is there on a public land and that is required to be removed then the same should be done only in accordance with law after granting reasonable opportunity as per the statute to the concerned parties and the affected persons. It is expected that the whole exercise would be completed within a period of four months from the date of filing of such representation.
