Earlier the petitioner had approached this Court and the matter was remanded back to the licensing authority to pass a reasoned order. Thereafter the reasoned order has been passed on 14.3.2012 by the Sub-Divisional Officer, Hajipur against which the petitioner has come directly to this Court without availing of his statutory remedy of appeal.
