JUSTICE JAYANANDAN SINGH ORAL ORDER 4 10-12-2013 Petitioner has filed this writ application for a direction to the respondents to pay cost of food grains belonging to him which were not released in time in spite of the order of this Court dated 18.05.2008 in Cr.W.J.C. No.797 of 2008 and compensate petitioner suitably for the loss and damages caused to him. In the facts and circumstances of the case, this Court does not consider it appropriate to issue any mandamus for that. Since quantifying loss of petitioner may involve some decision on some disputed questions of facts which this Court cannot do in exercise of its writ jurisdiction, the writ application is disposed of with liberty to the petitioner to take steps in accordance with law for the purpose.
