Considering the submission made on behalf of the Intervenors and looking to the averments made in this I.A., this Court does not find any plausible ground to allow the intervenors to be impleaded as parties to the present proceeding. This Court, therefore, declines to entertain the prayer made in this I.A.

Pursuant to the earlier order of this Court, learned counsel for the State, at the outset, produces the instruction received on the issue involved herein from the I.I.C, Naugaon Police Station, Jagatsinghpur through the communication dated 19.04.2026. In the said communication, it is mentioned that there is complete maintenance of peace in the Ashram premises and some inmates being escorted by the local Police, have already returned to the Ashram.

At this juncture, learned counsel for the Petitioners submits that though the inmates have returned to the Ashram, they are not being permitted to stay in the rooms constructed inside the Ashram premises as some of the villagers have locked the rooms. Due to such action of the villagers, the said inmates are suffering immensely.

Considering the above submission made on behalf of the Petitioners, this Court directs the I.I.C, Naugaon Police Station to verify; whether the villagers have locked the rooms of the Ashram and are creating any nuisance in the Ashram premises. If it appears that the said rooms are locked by the villagers, the I.I.C shall

unlock the said rooms as per law and permit the inmates to stay in the said rooms without any disturbance. The I.I.C, Naugaon Police Station is also directed to maintain the law-and-order situation in the said area.

At this juncture, since the proceeding vide Case No.246 of 2026 before the learned Member, Odisha Human Rights Commission is still pending, this Court also makes it clear that the learned Member, Odisha Human Rights Commission may take effective steps for conclusion of the said proceeding as early as possible and if necessary, the learned Member shall form a team comprising appropriate authorities for visiting the Ashram premises and submitting a report for lawful conclusion of the said proceeding. Both the parties are also at liberty to approach the concerned Civil Court for redressal of their grievance as this matter pertains to a civil dispute.

12. This Writ Petition is, accordingly, disposed of.
