01. 1. Heard learned Senior Counsel for the Petitioner and learned counsel for the Opposite Parties.

The Petitioner being the chairman of Paradip Municipality and President of State Municipal Council Federation calls in question the Draft’ Odisha Municipal (Amendment) Rules, 2025, inter alia, on the ground that it violates the 74^th Constitutional Amendments relating to self-governance.

It is submitted by the learned Senior Counsel for the Petitioner that ventilating his grievance, the Petitioner submitted representation to the Government of Odisha, Housing and Urban Development Department through its secretary and the same is pending consideration.

And, it is submitted by the learned Senior Counsel on instruction that the objection at Anexure-2 was submitted within the time as stipulated.

Alleging inaction in the matter of consideration of such objection, the present Writ Petition has been filed.

It is submitted by the learned counsel for the State that the writ application is ex facie premature.

Considering the rival submissions, it is directed that on submission of the copy of the writ petition along with this order within a week hence, objection stated to have been submitted by the Petitioner be considered as expeditiously as possible.
