Since all these Writ Petitions have been filed inter alia challenging the order to deployment passed vide order dated 26.06.2026 under Annexure-7 all the matters were heard analogously and disposed of by the present common order.

Learned counsel appearing for the Petitioners contended that vide the impugned order dated 26.06.2026, Petitioners because of creation of a new police district namely Rairangpur police district have been deployed to the said district, but without following the principle of seniority.

4.1. It is contended that while junior persons have been allowed to continue at Baripada Police District, in different cadre, senior persons as like the Petitioners have been deployed to Rairangpur Police district.

4.2. It is accordingly contended that since no principle has been followed by the Opp. Parties while deploying various police

personnel upon creation of Rairangpur police district vide the impugned order made 26.06.2026, so passed by DIG of Police, Eastern Range, Balasore the same needs interference of this Court.

Mr. C.K. Pradhan, learned AGA on the other hand contended that all the Petitioners while working under Baripada police district, because of the creation of new police district namely Rairangpur police district, the order of deployment has been issued on 26.06.2026 deploying various Police personnel in different cadre to the newly created police district.

It is contended that such an order of deployment to the newly created police district was made, basing on the decision taken by the Committee, constituted for such finalisation of the manpower distribution between Mayurbhanj district and newly created Rairangpur police district, in its meeting held on 26.06.2026. It is accordingly contended that since the order dated 26.06.2026 has been passed by the DIG of Police, Eastern Range, Balasore, basing on the decision taken by the Committee, so constituted in its meeting held on 26.06.2026 and such decision of the Committee, is not under challenge, the Writ Petitions to the challenge as made is not entertainable.

5.2. It is further contended that since DIG of Police, Eastern Range, Balasore has acted upon the decision taken by the Committee, the impugned order dated 26.06.2026 being a consequential order, no interference to the said order, is called for.

5.3. It is further contended that because of the difficulties in managing the affairs of Mayurbhanj police district, taking into account its large size as well as natural barriers, Government in its

wisdom and to facilitate better security to the general public created Rairangpur police district. On such creation of Rairangpur police district and to manage the affairs of the said district Police personnel/Menial staffs working in Mayurbhanj police district have been deployed to the Rairangpur police district. It is also contended that in the meantime and as reflected in order dated 26.06.2026, all the Petitioners have already been relieved.

Making all these submissions, learned AGA contended that since for effective management of the newly created Rairangpur police district, such deployment of police personnel/ Menial staffs has been made, basing on the decision taken by the Committee in its proceeding dated 26.06.2026 and the impugned order is a consequential order, no interference is called for and Petitioners be directed to join in the newly created Rairangpur police district.

Having heard learned counsel for the Parties and considering the submission made, it is found that order dated 26.06.2026 so passed by the DIG of Police, Eastern Range, Balasore is under challenge in the present batch of Writ Petitions. However, it is found from the impugned order that such an order was issued, basing on the decision taken by the Committee so constituted for such manpower distribution between Mayurbhanj district and newly created Rairangpur police district in its proceeding held on 26.06.2026. Neither the Committee basing on which such an order has been passed has been impleaded as Party to the Writ Petition nor such decision of the Committee, is under challenge in the present batch of Writ Petitions. Since the impugned order has been passed, basing on the decision taken by the Committee in its proceeding dated 26.06.2026, it is the view of this Court that the impugned order is a

consequential order and no challenge having been made to the decision taken by the Committee, it is the considered view of this Court that in absence of such challenge, challenge made to the impugned order, is not at all entertainable.

6.1. It is also found from the record that all the Petitioners in the meantime have been relieved for their joining in the newly created Rairangpur Police district. Since all the Petitioners have already been relieved, it is also the view of this Court that the prayer as made in the Writ Petition has become infructuous.

Not only that, since it is not disputed all the Petitioners were there in Mayurbhanj police district and on creation of Rairangpur police district with the inauguration being made by the Hon’ble President of India along with Hon’ble Prime Minister, this Court is of the view that the Committee has taken a conscious decision with regard to manpower distribution between Mayurbhanj police district and newly created Rairangpur police district.

6.3.In any view of the matter, this Court finds no illegality or irregularity with the impugned order dated 26.06.2026, so passed by the DIG of Police, Eastern Range, Balasore and accordingly not inclined to interfere with the same.
