2. On the oral prayer made by the learned counsel appearing for the Petitioner, he is permitted to implead Collector, Kendrapara as Opp. party No.4 in Court.

4. Petitioner has filed the present writ petition inter alia with the following prayer:-

The Petitioner most respectfully prays that the Hon’ble Court may be graciously pleased to allow the Writ Petition, issue a writ or direction in the nature of certiorari or any other appropriate writ or direction quashing Notification dated 22.12.2020 under Annexure-2-A and further issue a writ of a writ or direction in the nature of mandamus or any other appropriate writ or direction to the Opp. Parties to change the route of over head 400KV Line and not to take the said line over Plot No.1104 under Khata No.873, Plot No.1109 under Khata No.1230/886, Plot NO.1099 under Khata No.1230/516 and Plot NO.1108 under

Khata No.1230/885 of Mouza-Baro under Kendrapara Tahasil and pass such other or further order or orders as are deemed just and proper.

5. However, taking into account the claim raised in the present Writ Petition, liberty is granted to the Petitioner to make a fresh representation before Opp. Party No.4 by enclosing all the relevant documents and citations in support of his claim, if any, within a period of 2(two) weeks hence.

It is observed that if such representation is filed within the aforesaid time period, Opp. Party No. 4 shall do well to take a lawful decision on the same within a period of 6(six) weeks from the date of receipt of such representation. The order so passed by Opp. Party No. 4 be communicated to the Petitioner. Petitioner be given an opportunity of hearing along with the authorities of OPTCL by the Collector, prior to taking final decision on the claim to be made by the Petitioner in his representation.

7. With the aforesaid observation and direction, the Writ Petition stands disposed of.
