CRLMP No. 330 of 2026, decided on 04.05.2026 by Savitri Ratho, J., High Court of Orissa at Cuttack: Petitioners (Rashmikanta Satapathy and Jugansu Sekhar Panda) sought a direction to the Deputy Commissioner of Police, Bhubaneswar and the I.I.C., Mancheswar Police Station to apprehend the accused persons (Bijan Kumar Dash and Nirupa Nanda) and complete the investigation in Mancheswar P.S. Case No. 738 dated 19.11.2025 and Mancheswar P.S. Case No. 768 dated 07.12.2025, in respect of which a representation had been submitted to the D.C.P. on 12.01.2026 by speed post. The Court recorded the instructions dated 30.03.2026 detailing the raid/search conducted, the allegation that on 13.04.2026 one Ajay Mahabhoi abused petitioner No.1 at the Mancheswar Police Station, and the complaint submitted on 15.04.2026 (registration receipt No.24867011072600038). Mohanty, learned Additional Standing Counsel to obtain instructions regarding present status of the investigation in both the cases as well as information as to when and where search was conducted to apprehend the accused persons.

On 31.03.2026, instructions dated 30.03.2026 of the I.I.C., Mancheswar Police Station had been produced where the details of raid/search conducted had been mentioned and it had also been stated that accused Bijan Kumar Dash has locked the half constructed duplex house bearing No. 19 and was not allowing the builder for further construction. On the said date, the matter had been adjourned to enable learned counsel for the Petitioner to provide the address to the I.O., where the accused persons can be found.

On 15.04.2026, Mr. Bhabani Sankar Tripathy, learned Senior Counsel for the Petitioners informed the Court that on 13.04.2026, the I.O. in the case -Mr. Soren had called the petitioner No.1-Rashmikanta Satapathy and the accused Smt. Nirupa Nanda and Bijan Kumar Dash to the Mancheswar Police Station. But there one Ajay Mahabhoi abused the petitioner No.1

and that would be apparent from the CCTV footage of the Police Station and that he had submitted a complaint to the Mancheswar Police Station in this regard. The matter was adjourned to enable him to produce the complaint.

A memo has been filed along with copy of the registration receipt No.24867011072600038 indicating that complaint was submitted on 15.04.2026 by the Complainant No.2 to the I.I.C., Mancheswar Police Station.

In view of these developments, the CRLMP is disposed of directing the I.I.C., Mancheswar Police Station as well as the I.O. in the case to take steps for early completion of the investigation in both the cases and proceed against the accused in accordance with law.
