1 . This matter is taken up through hybrid arrangement.

2. Heard learned counsel for the parties.

3. In filing this Writ Petition, the Petitioner has made the following prayer:-

“1. Recommendation to the Hon’ble President of India for failure of executive and legislature for imposition of President’s Rule under Article 356 of the Constitution of India.

2. Direct to the all the respondents and also the legislature. Submit the affidavit before the Hon’ble High Court, any loss life of the Petitioner and the entire family members of the petitioner.

3. Direct to providing compensation by the legislature and the executives and stringent punishment against all the accused of the CRLMC No.2083 / 2023 and CRL Revision Case of District & Sessions Judge, Bhubaneswar, death punishment should be awarded.

4. Direct to submit all the respondents and legislature the entire report submitted before this Hon’ble High Court.

the Petitioner has failed to make out a case, this Court is not

inclined to entertain the prayer made in this Writ Petition. However, since the Petitioner has unnecessarily taken the name of the Constitutional Functionaries who are not connected to this case, this Court imposes a cost of Rs.5000/(Rupees Five thousand only) on the Petitioner. The said cost shall be deposited in favour of the “Orissa High Court Bar Association Welfare Fund” within a period of fifteen days hence.

5. This Writ Petition is, accordingly, dismissed.
