Since all these five writ petitions have arisen out of one order passed by the Additional Commissioner, Board of Revenue, Bhubaneswar passed in OSS Case No.1504 of 2016, then, all these five writ petitions have been taken up together analogously for their final disposal through this common order.

Heard from the learned counsel for the Petitioners of all the writ petitions, learned counsel for the Opposite Party No.5 of all the writ petitions and the learned Standing Counsels for other Opposite Parties in all the writ petitions.

During the course of hearing of these writ petitions, the learned counsel for the Petitioners submitted that, in the meantime after the impugned order there are some developments, because in the meantime after making an inquiry, a report dated 03.08.2024 has been prepared by the GA Department relating to the case land involved in these writ petitions.

After hearing from the learned counsels of both the sides of all these writ petitions, it is felt proper to dispose of all these five writ petitions finally after setting aside the impugned order dated 16.12.2019 passed in OSS Case No.1504 of 2016 by the Additional Commissioner, Board of Revenue, Bhubaneswar and remitted back the matters vide OSS Case No.1504 of 2016 to the Additional Commissioner, Board of Revenue, Bhubaneswar for deciding the same afresh as per law after giving an opportunity of being heard to the Petitioners of all these five writ petitions along with the parties (those were the parties earlier in the said OSS Case No.1504 of 2016) as per law complying the principles of natural justice and taking into account the inquiry report dated 03.08.2024 prepared by the GA Department in disposing of the OSS Case No.1504 of 2016.

The Additional Commissioner, Board of Revenue, Bhubaneswar shall dispose of the said OSS Case No.1504 of 2016 as expeditiously as possible within a period of three months from the date of appearance of the parties.

The parties of these writ petitions are directed to appear before the Additional Commissioner, Board of Revenue, Bhubaneswar in OSS Case No.1504 of 2016 on 30.07.2025, wherein the Petitioners of these writ petitions shall file a petition for their impleadment as Opposite parties and in case of filing such petition, the same shall be allowed by the Additional Commissioner, Board of Revenue, Bhubaneswar.
