1 . This matter is taken up through hybrid arrangement.

2 . The Petitioners have filed this Writ Petition seeking a direction from this Court to the Opposite Party No.2/Branch Manager, Bank of India, Keonjhar for grant of study loan on terms and conditions existing for the reserved class.

3. Heard learned counsel for the Parties.

4. Learned counsel for the Petitioners submits that the. Petitioners are pursuing their B.Tech in Mechanical Engineering in Aryan Institute of Engineering and

Technology, Barakuda, Bhubaneswar and applied for a study loan before the Opposite Party Nos.2 and 4/Bank of India on 07.03.2019.

5. However, learned counsel for the Opposite Party Nos.2 and 4/Bank of India submits that the Petitioners had never approached the bank with the proper format as prescribed under the Vidya Lakshmi portal which is the only way to approach the bank for availing study loan.

6. Learned counsel for the Petitioners further submits that the Petitioners were not aware of the application mode through the said portal.

7. Since the Petitioners are in the fag end of their career in the college, even the availability of the loan at this stage can also ameliorate their financial difficulties.

8. Considering the facts and circumstances, this Court is of the view that it is the duty of the banking institution to extend a helping hand to the students especially students belonging to the poorer section of the society or belonging to the Scheduled Caste and Scheduled Tribe candidates.

9. Considering the financial capacity of the Petitioners, which is suboptimal and the Petitioners are a scheduled tribe candidate, hence, the Opposite Party Nos.2 and

4/Bank of India shall consider the application of the present Petitioners at the earliest possible. Since the said Portal may not accept for the said loan at this stage, the Opposite Party Nos.2 and 4/Bank of India authority shall accept any application given by the present Petitioners. Accordingly, the Petitioners are directed to approach the Opposite Party Nos.2 and 4/Bank of India within two weeks from today and the Opposite Party Nos.2 and 4/Bank of India shall consider the application of the present Petitioners within a period of one month from the submission of loan application by the present Petitioners, if they are eligible otherwise.

10. Accordingly, the Writ Petition is disposed of.
