1. This matter is taken up through Hybrid Arrangement (Virtual/Physical Mode).

2. Heard Mr. S.K. Samantaray, learned counsel appearing for the petitioners.

By means of this writ petition, a few villagers of Guadia village have expressed their serious apprehension that for construction of the unapproved road by a group of villagers, the petitioners who are residing in a part of the village will be adversely affected during the rainy season as for construction of the road, natural flow of the water will be obstructed.

4. In a proceeding for judicial review, dispute of this kind cannot be adjudicated. We find from the records that the petitioners filed two representations, Annexure-2 series, to different authorities. In the circumstances, we would direct the petitioners to file a fresh representation to the Collector-cum-District Magistrate, Puri within a period of seven days from today. If such representation is filed, the

Collector shall dispose of the said representation on due inquiry within four weeks from the date of receipt of the representation.

5. In terms of the above observation and direction, this writ petition is disposed of.

6. Mr. P.K. Muduli, learned Additional Government Advocate has appeared for all the Opposite Parties.

7. A copy of the order be supplied to Mr. P.K. Muduli, learned Additional Government Advocate free of cost.
