Heard Mrs. Sujata Jena, learned counsel for the petitioners and Mr. Swayambhu Mishra, learned Additional Standing Counsel for the State-opposite parties. 2. The grievance of the petitioners in this writ petition is with regard to inaction of the Tahasildar, Mahakalpada in accepting the mutation case intended to be filed by the petitioners to record the land in question in their favour pursuant to the judgment and decree passed by learned Sub-Judge, Kendrapara in T.S. No.203 of 1986. 3. Mrs. Jena, learned counsel for the petitioners submits that the petitioners are poor cultivators and have no knowledge about the intricacies of procedure of law. However, when the petitioners intended to file mutation petition to mutate the land in question in their favour pursuant to the judgment and decree passed in T.S.No.203 of 1986, the Tahasildar, Mahakalpada is not accepting the same without any justifiable reason. She further submits that the said judgment and decree passed in T.S.No.203 of 1986 has never been challenged and is in force till date. Hence, she prays for the aforesaid relief.
