Considering the submissions made by the parties, this Writ Petition stands disposed of with a direction to opposite party no.3 to consider the representation at the instance of petitioner vide Annexure-6 and take a lawful decision in the matter taking into account the grounds stated in this Writ Petition, within a period of two months from the date of communication of a copy of this order by the petitioner. It is made clear that this Court has not expressed any opinion on the merit of the case.
