For the disputed question of fact involved herein involving locusstandi of the petitioner to challenge the impugned orders here, learned counsel appearing for the petitioner wants to withdraw this writ petition with liberty to the petitioner to file appropriate proceeding. Consequently, the writ petition stands dismissed as withdrawn, but, however with liberty, as prayed for. It is made clear that this Court has not expressed any opinion on the merit of the case.
