Heard learned counsel for the petitioner and Mr. B.K. Dash, learned counsel appearing on behalf of opposite party no.2.

Since there is only prayer for disposal of the second appeal by the learned Commission, without entering to the merit of the case, the writ application is disposed of with a direction to the petitioner to make an application for early hearing of the case before the opposite party no.2 within a period of two weeks from today and the opposite party no.2 would do well to consider the same and expedite hearing of the Second Appeal No.1372 of 2017 and dispose of the same within a period of four months from the date of receipt of the early hearing petition after affording necessary opportunity of hearing to the petitioner and communicate the decision to the petitioner by Speed Post with A.D.

Requisites along with a copy of the writ application be filed within a week for communication of this order to opposite party no.2.

Certified copy of this order be granted on proper application.
