From the side of appellant, learned counsel Mr. Ritwick Dutta seeks time to appear physically before us for arguing this matter. He has also apprised us that Respondent No.3- Central Water and Power Research Station has not filed its reply despite repeatedly having been given time. Therefore, we direct the learned Registrar of this Tribunal to write a letter to the Director of Central Water and Power Research Station, directing therein to ensure presence of someone from their side before this Tribunal on the next date positively and file their reply affidavit in this matter within a week positively, failing which the Tribunal would be compelled to

order for personal appearance of the Officer concerned before this Tribunal to show the cause.

From the side of Respondent No.4- PMC, learned counsel Mr. Rahul Garg has provided us a letter dated 06.03.2026 written by the appellant to the SEIAA for review of the Environmental Clearance and he has also provided us a letter dated 13.04.2026 written by the Desk Officer of Environment Department to the Municipal Commissioner, PMC taking cognizance on this complaint made by the appellant in this appeal. These letters are taken on record.

I.A. No.288/2026 has been filed by the appellant praying for a direction to be issued to the Central Water and Power Research Station to file reply within time frame. So, we allow this application because we have already passed order in this regard above.
