The cognizance in this application has been taken suo motu on newspaper item titled “Motia Talab Kinare Dump Kiya Ja Raha Medical Waste” which appeared in the Dainik Bhaskar on 16^th September, 2025, concerning the large scale dumping of medical waste on the banks of Motia Pond (Talab).

A Joint Committee was constituted by this Tribunal’s order dated 13.10.2025, response to which, the Joint Committee has submitted its report stating therein that on 17.11.2025 the site visit was conducted. The surrounding area of the Pond was found to be cleaned. No dumping of bio-medical waste was observed. No drain met the Talab from the surrounding area. The waste water outlets of the healthcare

facilities were found to be connected with the Municipal sewer line. Sewer reaches the STP at Maholi Damkheda through sewer line. The regular cleaning is being carried out by the Bhopal Municipal Corporation, Respondent No.3, soon after the news item was published in Dainik Bhaskar, immediate action was taken. On 28.05.2025 medical waste was found near the said location, for which fine of approximately Rs.8,400/- was imposed by the BMC/Respondent No.3. As per the data analyzed by the Respondent No.2, State Pollution Control Board, the average Dissolved Oxygen level for the year 2025 is found to be 5.9 mg/l, sufficient to support aquatic life. The quality of water fall in ‘C’ class category suitable for drinking purposes after conventional treatment and disinfection.

In this backdrop, the recommendation is made by the Joint Committee that the Bhopal Municipal Corporation (BMC) be directed to ensure regular maintenance and do the cleaning of Talab and its surrounding areas. Further it is recommended that placards/signages be installed at the prominent locations to promote awareness regarding protection and cleanliness of the Talab.

We find these recommendations acceptable and, therefore, we accept the said recommendations. Accordingly, we direct as follows:-

(1) The Respondent No.3/BMC shall ensure that the area in question is regularly kept clean and maintain properly.

(2) The Respondent No.3/BMC shall place at appropriate place placards/signages making public awareness regarding keeping this area clean.

The response filed by the Respondent No.2, State Pollution Control Board, is also taken on record.
