Grievance in this application is that contaminated water is being released in a pond in Kheda Khurd Village, adversely affecting the waterbody and the wildlife in the area. This is being done from Village Kheda Khurd, Mann Colony and poultry farm/nursery in the flood plain of Western Yamuna Canal in Sub-Division Narela and Alipur.

Vide order dated 08.09.2020, a factual and action taken report was sought from the DPCC and the SDM, Narela with reference to the above.

Accordingly, the DPCC has filed its report on 11.12.2020 as follows:

“4. That inspection of above said alleged site was conducted on 04.12.2020 by SDM (Narela), Tahsildar (Narela), Environmental Engineer (DPCC) and Assistant Engineer (Irrigation Flood Control Deptt.). Copy of inspection report dated 04.12.2020 is annexed herewith as Annexure-II. During the inspection, it was observed that:

(I) waste water (sewage and storm water) through open drains is being released from Mann Colony near Khera Khurd in vacant land of Haryana Irrigation Department existing between Mann Colony and Moonak Nahar forming pond of approximately k.m. length and no waste water was found released by the poultry farm in Mann Colony as alleged by the complainant.

(II) The poultry farm was found in abandoned condition.

(III) A bandi was found at the boundary of Mann Colony to protect the flow of stored waste water towards village Khera Kalan/ Khera Kalan Pond (Dada Sangla Johad) and no flow of stored waste water was observed towards Khera Kalan/ Khera Kalan Pond (Dada Sangla Johad).

(IV) During monsoon season when the water level rises, the waste water from the pond opposite Mann Colony may cross the bandi and enter into the existing fields of village Khera Kalan.

(V) The distance between Bandi and Dada Sangla Johad is approx. 2 K.m. Due to a pucca road before the Dada Sangla Johad, it is hardly possible for the waste water to reach the Johad.

That inspecting team also observed that the instant matter relates to drainage & management of waste water generated from Mann Colony, hence, the issue may be taken up by the Delhi Jal Board and Haryana Irrigation Department. Subsequently, DPCC issued letters on 07.12.2020 to Delhi Jal Board and Haryana Irrigation Department to ensure effective action for drainage and management of waste water generated from Mann Colony and furnish compliance report accordingly. Copies of letters dated 07.12.2020 are annexed herewith as Annexure-III (COLLY).

In view of the above, direction may be issued to Delhi Jal Board and Haryana Irrigation Department for taking up the issue to resolve the grievances.”

In view of above, let the Delhi Jal Board (DJB) and the Haryana Irrigation Department ensure effective action for drainage and management of waste water generated from Mann Colony, which may also be further monitored and coordinated by the DPCC.

A copy of this order be forwarded to the Secretary, Irrigation Department, Haryana and the DJB by e-mail for compliance.
