[2] Registrar (Judicial) is directed to enquire into the matter, fix the responsibility and place a report before Chief Justice on the administrative side.
[3] Be that as it may, faced with the above situation, Ms. H. Malemleima, learned counsel on record for writ petitioner sought leave of this Court to withdraw the captioned WP (Writ Petition) but made a further plea to preserve all the rights and contentions of the writ petitioner to file another WP (afresh) on the same subject after making necessary course correction/s. When the WP is filed afresh, Registry to take note of the fact that captioned WP has to be listed before
Division Bench as it is a Rule challenge. Scanned reproduction of endorsement made by learned counsel on record for writ petitioner in the case file in this regard s as follows :
