[1] Mr. I. Denning, learned counsel appeared on behalf of the petitioner, Mr. A. Bheigya Meitei, learned counsel appeared on behalf of respondents No. 1, 2 & 3 and Mrs. I. Bimola, learned counsel appeared on behalf of respondent No. 4.

[2] In view of the limited prayer made on behalf of the petitioner and as agreed to by the learned counsel appearing for the parties, the present writ petition is being disposed of at the motion stage.

[3] It has been submitted by the learned counsel appearing for the petitioner that for redressing the grievances raised by the petitioner in this writ petition, he has already approached the respondents by filing a representation dated 27.07.2026 and the said representation is still pending for consideration and disposal. The learned counsel further submitted that the petitioner will be satisfied for the time being, if the present writ petition is disposed of by issuing a simple direction to the Commissioner/Principal Secretary/Secretary (Forest, Envt. & Climate Change), Government of Manipur (Respondent No. 2) to consider the said representation submitted by the petitioner on its own merit and strictly in terms of

applicable rules and to dispose of the same by issuing a speaking order within a stipulated period.

[4] Mr. A. Bheigya Meitei, learned counsel appearing for the respondents No. 1, 2 & 3 fairly submitted that as the prayer made on behalf of the petitioner is limited to the consideration and disposal of the representation submitted by him, he has no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioner.

[5] Considering the submission advanced by the learned counsel appearing for the parties and the limited prayer made on behalf of the petitioner, this Court is of the considered view that it will serve

the interest of justice to issue the following directions:-

The Commissioner/ Principal Secretary/ Secretary (Forest, Envt. and Climate Change), Government of Manipur is hereby directed to consider the aforesaid representation dated 27.07.2026 submitted by the petitioner on its own merit and strictly in terms of applicable rules and to dispose of the same by issuing

a speaking order.

1. The whole process of consideration and disposal of the aforesaid representation shall be completed within a period of 6 weeks from the date of receipt of a certified copy of this order.

1. The respondent No. 2 is further directed to furnish to the petitioner a copy of the order passed in connection with the said representation within a period of 1 week from the date of issuance of such an order.

1. It is made clear that the above directions have been

issued without touching upon the merit of this writ petition and that the respondent No. 2 is at liberty to pass any appropriate order in accordance with law.
