[1] Mr. Rendy Maibam, learned counsel appeared on behalf of the petitioner and Mr. Shyam Sharma, learned GA appeared on behalf of the respondents.

[2] In view of the limited prayer made on behalf of the petitioner and as agreed to by both the counsel appearing for the parties, the present writ petition is disposed of at the Admission stage.

[3] At the outset, the learned counsel appearing for the petitioner submitted that for redressing the grievances raised by the petitioner in the present writ petition, he has already approached the Director General of Police, Manipur (respondent No. 2) and the Commandant, 11^th Battalion, Manipur Rifles (IR) (respondent No. 3) by filing a representation dated 04-06-2026 and that the said representation is still pending for consideration and disposal. The learned counsel submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by issuing a simple direction to the Director General of Police, Manipur, to consider the said representation dated 04-06-2026 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within a stipulated period.

[4] Mr. Shyam Sharma, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is limited to the consideration and disposal of the

representation submitted by him, he has no objection in disposing of this writ petition as prayed for by the counsel appearing for the petitioner.

[5] Considering the submissions advanced by the learned counsel appearing for the parties and the limited prayer made on behalf of the petitioner, this court is of the considered view that it will be in the interests of justice to issue the following directions:-

(i) The Director General of Police, Manipur, is hereby directed to consider the said representation dated 04-06-2026 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order;

¶30

(ii) The whole process for consideration and disposal of the said representation should be completed within a period of three months from the date of receipt of a certified copy of this order;

¶31

(iii) The respondent No. 2 is further directed to furnish a copy of the order issued in connection with the said representation to the petitioner within a period of three weeks from the date of issuance of such an order; and

(iv) It is made clear that the above directions have been issued without touching upon the merit of the present writ petition and that the respondent No. 2 is at liberty to pass any appropriate order in accordance with law.
