[1] Present Mr. N. Alex, learned counsel for the petitioner; Mr. Leo Rommel S, learned counsel for the respondent no. 1; and none appears on behalf of the respondent no. 2 in spite of due service.

[2] By the present petition, the petitioner approaches this Court with a prayer to remove the blocked or hold marked or defreeze of Bank A/c No. 50100759241616 opened by him in HDFC Bank, Chingmeirong Branch (respondent no. 1). It is submitted that holding the account of the petitioner in all the intimation of respondent no. 2 is for a disputed transaction amount of Rs. 4,282.29/-. It is also submitted that somebody has made this transaction using the account of the petitioner and petitioner has not made such transaction. By the above order of keeping in hold of the petitioner account, the petitioner is having difficulties.

[3] Mr. Leo Rommel S, learned counsel for the respondent no. 1 on instruction submits that writ petition may be allowed by directing the respondent no. 1 to make the account of the petitioner operational by keeping on lien the disputed transaction amount of Rs. 4,282.29/- against the balance of the account.

[4] This Court has perused the materials on record. Petitioner is perhaps the victim of cyber fraud and withholding the whole account on the basis of a transaction of disputed amount of Rs. 4,282.29/- is not faired. In the circumstances, writ petition is allowed by directing the respondent no. 1 to make the account of the petitioner bearing A/c No. 50100759241616 opened by him in HDFC Bank, Chingmeirong Branch operational by keeping a lien amount of Rs. 4,282.29/-.

[5] With these observations, WP(C) No. 219 of 2026 is disposed of.

[6] MC(WP(C)) No. 235 of 2026 is also disposed of, accordingly.
