Heard Mr. R. Anand, learned counsel appearing for the petitioner, and Mr. N. Anandha Kumar, learned counsel appearing for the respondent.

2.The petitioner has challenged the Tender Notification dated 13.02.2025 issued by the respondent Corporation inviting bids for parking guidance, operation, and management of parking facilities.

3.Mr. N. Anandha Kumar, learned counsel appearing for the respondent, submitted that this Court, by order dated 06.03.2025, granted an interim stay of the impugned Tender Notification on the prima facie view that the package tender system adopted by the respondent appeared to run contrary to the object sought to be achieved by the tender process. It is further submitted that, subsequent to the grant of interim stay, the respondent did not proceed with the impugned tender notification and has since issued a fresh Tender Notification dated 23.04.2025 by bifurcating the work into separate packages.
