The present writ petition has been filed seeking a mandamus directing the respondent University to permit the petitioner to establish and conduct a spoken English institute at the University campus for daily one hour based upon the petitioner's representation dated 05.01.2026.

It could be seen from the records that the petitioner is already running a spoken english course at Karaikudi. Now he wants to use the premises of the respondent University and to the said effect, he has given a representation seeking their permission.
