This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the respondents No.1 to 4 to look into the petitioner's representation dated 27.06.2026 and take necessary action as against the fifth respondent for misusing his official powers as a Forman in EB Department so as to commit the

theft of Free Agricultural Electricity Powers from his Agricultural land in Survey No.704 at Jeyamangalam Village, Periyakulam Taluk, Theni District within the time frame as fixed by this Court.

2. Heard Mr. D.S.Haroon Rasheed, learned counsel appearing for the petitioner; Mr.S.Ramanathan, learned Standing Counsel takes notice for respondent Nos.1 to 4.

3. Since no adverse order is going to be passed against the fifth respondent, notice to him is dispensed with.

4. The learned counsel appearing for the petitioner submitted that the petitioner had submitted a representation dated 27.06.2026 to the respondents requesting them to take necessary action against the fifth respondent for misusing his official position as a Foreman in the Electricity Board Department to commit theft of free agricultural electricity for his agricultural land situated in the petition mentioned property. Since the said representation has not been considered till date, the petitioner has approached this Court by filing the present Writ Petition.

5. The learned counsel for the petitioner further submitted that, without going into the merits of the petitioner's claim, it would suffice if this Court issues

a direction to the respondent Nos.1 to 4 to consider the petitioner's representation dated 27.06.2026 and pass appropriate orders within a time frame to be fixed by this Court.

6. The learned Standing Counsel appearing for respondent Nos.1 to 4 has no serious objection to such a direction being issued.

Considering the facts and circumstances of the case, and without expressing any opinion on the merits of the petitioner's claim, this Writ Petition is disposed of with a direction to the fourth respondent to consider the petitioner's representation dated 27.06.2026 after affording an opportunity of hearing to all necessary parties, if required and pass appropriate orders on merits and in accordance with law. Such exercise shall be completed as expeditiously as possible, preferably within a period of six (6) weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
