This Writ Petition has been filed for the issuance of a Writ of Certiorarified Mandamus to call for the records pertaining to the impugned Refusal Check Slip dated 19.06.2026 issued by the first respondent vide RFL/Kamuthi/39/2026, quash the same as being illegal and consequently direct the first respondent to register the Sale Deed dated 19.06.2026 presented by the petitioner in respect of the property comprised in Survey No.316/10, measuring an extent of 2,180 square feet, covered by Patta No.2512, situated at Ramasamypatti Village, Melaramanadhi Group, Kamuthi Taluk, Kamuthi Sub-Registration District, Ramanathapuram District, within a stipulated period, in accordance with law.

The petitioner has purchased the property from one Ponmani on 19.06.2026 through her Power of Attorney, namely, one Alagukumar, in

whose favour the Power of Attorney was executed on 13.11.2025.

The said Ponmani's husband, Jeyaraman, who had originally

purchased the said land from one Sivakumar on 22.07.2013, died on 25.11.2018. They have two minor children.

The said Ponmani herself is an accused in S.C. No.27 of 2022 pending on the file of the learned Additional District Court, Paramakudi. While the petitioner's vendor, namely, the said Ponmani, was in prison in connection with the alleged murder of her husband on 25.11.2018, the second respondent moved a Guardianship Original Petition in G.W.O.P. No.147 of 2019 on the file of the learned Additional District Court, Ramanathapuram and obtained a decree declaring him as the guardian of the minor children of the said deceased Jeyaraman and the said Ponmani.

The property that is now said to have been sold in favour of the petitioner through the said Alagukumar on the strength of the Power of Attorney dated 13.11.2025 executed by the said Ponmani recites that the property is being sold for the benefit of the minors.
