Mr.Balakrishnan states that representations have been made before the Court seeking the same relief as in this writ petition. It is only appropriate that the petitioner pursue those matters on the administrative side, as we are disinclined to consider the same on the judicial side.

Mr.Vijayshankar, appearing for the Registrar General has written

instructions to say that both the Family Court and Special Court for SC/ST (POA) are normally constituted at the district level and, in this case, in Villupuram in 2014 and 2015 respectively.
