PRAYER in WP No.6537 of 2026: Writ Petition has been filed under Article 226 of the Constitution of India praying to issue a writ of mandamus directing the 2nd respondent to issue work site Inspection Certificate and working conditions of the Plants and Machinery Certificate to the Petitioner for the e- tender notice issued by the 1st respondent vide No.45/ 2025- 2026/ SE/ B (C and M) /SLM,dated 05.02.2026 and permit the petitioner in the e- tender dated 05.02.2026 issued by the 1st respondent.

PRAYER in WP No.6543 of 2026: Writ Petition has been filed under Article 226 of the Constitution of India praying to issue a writ of mandamus directing the 2nd respondent to issue work site Inspection Certificate and working conditions of the Plants and Machinery Certificate to the Petitioner for the e- tender notice issued by the 1st respondent vide No.45/ 2025- 2026/ SE/ B (C and M) /SLM, dated 05.02.2026 and permit the petitioner in the e- tender dated 05.02.2026 issued by the 1st respondent.

The learned Additional Advocate General would submit a communication dated 13.02.2026 that has been sent by the Executive Engineer to the Assistant Executive Engineer, wherein, it is stated as follows:

A copy of the communication has been marked to the petitioners.

However, pursuant to the above said communication dated 13.02.2026,

there is no further communication from the Assistant Executive Engineer to the petitioners informing them about the time and date on which they have to come to the site so as to enable them to issue the Work Site Inspection Certificates.

Considering the above and taking note of the fact that the last date for submission is today ie., 17.02.2026 at 3.45 p.m., in the presence of the learned Additional Advocate General and the Department Liaison Officer viz., Mr.Loganathan, this Court disposes of these writ petitions with the following directions:

(a)The time for submission of bid shall be extended upto 5.00.p.m. today

¶36

ie., 17.02.2026;

¶37

(b)The petitioner shall go to the site by 3.00.p.m. today and it is also

informed to the Court that the officials are at the site and they shall proceed with further action.

¶39

Since the order has been passed in presence of the officials, they shall

¶40

not wait for the receipt of a copy of this order and the order now being passed by this Court have also been communicated by the learned Additional Advocate General to the respondents.

With the above directions, these writ petitions stand disposed of. No

costs.
