This Writ Petition has been filed for the following reliefs:-

Heard the learned counsel for the petitioner and the learned counsel for respondents 1 to 4. The 5^th respondent though served has not entered appearance either in person or through counsel

Admittedly, the impugned order has been passed without issuing any notice and affording an opportunity of hearing to the petitioner. Therefore, the Writ Petition is allowed. The impugned order is set aside and the matter is remitted back to the 1^st respondent for fresh consideration. The 1^st respondent shall pass a speaking order after affording an opportunity of personal hearing to all the interest parties, within a period of 8 weeks from the date of receipt of a copy of this order. No costs. Consequently, the connected Miscellaneous Petition is closed.
