Prayer : Writ Petition is filed under Article 226 of the Constitution of India, praying to issue a Writ of declaration, to declare the appointment of the fourth respondent dated 23.12.2005 in proceedings Ref. No.3005/2005/E2 to the post of chief cane development officer in the second respondent corporation by the second respondent following the principle of reservation by communal rotation by advertisement notification issued in the English news daily Indian Express dated 01.12.2005 is illegal unconstitutional and viod abinitio and further declare the regularization of the fourth respondent in the services of chief cane development officer by the second respondent is null and void and unconstitutional and direct the second respondent to fill up the single cadre post of chief cane development officer on selection merit basis by direct recruitment without adopting the policy of reservation forthwith.
