This petition has been filed seeking to amend the prayer as ‘it is therefore prayed that this Hon’ble Court be pleased to issue a Writ of Certiorari, calling for the records of the first respondent Letter of Award bearing no Lr.No:TANSHA/TOT-Phase-1 and Phase 2/2025 dated 20.02.2026 issued by the first respondent in favour of the second respondent and quash the same as being illegal, arbitrary and void, and consequently direct the first respondent to issue a fresh notice inviting tender in strict adherence to Rules 11 and 12 of the Tamil Nadu Transparency in tenders (PPP Procurement) Rules, 2012’ and pass such further or other orders as this Honourable Court may deem fit and proper and thus render justice.
