The Writ of Mandamus has been instituted to direct the respondents 1 to 6 to take stringent legal action, including the registration of a criminal complaint, imprisonment, immediate suspension from service and dismissal from service after holding a departmental enquiry, as per provisions against the 7 th respondent and their members and agents who organise and participate in strikes and road blockades for redressal of their grievances, in contravention of Rules 22 and 22A of the Tamil Nadu Government Servants Conduct Rules, 1973.

2.Conducting a protest is a right of every citizen and must be exercised by obtaining prior permission from the competent authorities, in compliance with law.

3.Therefore, a blanket direction, as such sought for in the present

Writ Petition, to initiate action against the persons, who are involved in strikes or agitations, cannot be granted. If any illegality, irregularity or offence is committed by any such persons during the course of an agitation or otherwise, appropriate action shall be initiated by following the procedures as contemplated under law. However, there cannot be any omni bus relief as such sought for in the present Writ Petition.

4.Accordingly, this Writ Petition stands dismissed. There shall be no

order as to costs. Consequently, connected Miscellaneous Petitions are closed.
