Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus to call for the records relating to online Impugned Tender Notice No.25 No. 25/2025-26/HDO dated 23.08.2025 issued by the 3rd respondent, quash the tender process in so far as it is vitiated by arbitrariness, mala fides, and violation of constitutional mandates, consequently directing the respondents 2 to 4 to forthwith issue the Work Site Inspection Certificate and Working Condition of Plants and Machineries Certificate to the petitioner by consider the petitioners bid in the tender process on merits, and pass such further or other orders as this Honble Court may deem fit and proper in the interest of justice.
