The writ petition has been filed for a Mandamus to direct the respondents 1 and 2 to permit the petitioner to join the 3^rd respondent college for B.Arch., programme to write the examination.

The facts as set out in the affidavit filed in support of the writ petition are as under:-

The petitioner would submit that in the year 2016, he had joined the 3^rd respondent college for the B.Arch., programme which was for five years. The 3^rd respondent is affiliated to the Anna University, Chennai. He would submit that from the year 2016 - 2019, he had written the examinations for six semesters. However, for the semester 7 to 10 for the period between November 2019 to April 2021, the petitioner had not

written the examination. He had to discontinue his studies as his father had undergone a surgery for heart ailment in the year 2021 and the petitioner was the sole male member with two younger sisters and had to take the responsibility of the family.

As a result of this break, he was not in a position to continue the

course. The petitioner would submit that he had given an application to the 1^st respondent to permit him to rejoin the college and write the examinations as per Regulations 20.03 of the Anna University, Chennai. Though the 1^st respondent had received the representation, they had not responded to the same. Therefore, the writ petitioner is before this Court.

When the matter was taken up for admission, the learned counsel appearing for the 3^rd respondent college would submit that the college had taken a decision to discontinue B.Arch., programme and had made an application to the Anna University to issue No Objection Certificate for for closure of B.Arch., programme. A No Objection Letter vide Lr.No. 168/CAI/AU/2025 dated 13.03.2025 has been issued by the Anna University wherein the university has stated that they have no objection to

close B.Arch., programme with an intake of 10 at RVS Educational Trust's Group of Institutions, RVS Nagar, N.Paraipatti Post, Dindigul, Tamil Nadu, for the academic year 2025 - 2026. No Objection Certificate further states that there are 15 students now currently studying and 9 students were admitted earlier had trailing on account of failures.

The re-arrangement was that the current students would complete the studies in the same institution. Therefore, in the light of the above submission and the No Objection Certificate which spells out that there are 9 students who have been admitted in the previous years and who were trailing due to failures and the rearrangement has been made that the current students would complete their studies in the same institution, the respondents 1 and 2 are directed to permit the petitioner to rejoin and pursue his B.Arch., programme in the 3^rd respondent college in the light of No Objection Certificate dated 13.03.2025, within a period of four (4) weeks from the date of receipt of a copy of this order.
